The Department of Public Works and Highways (DPWH) has confirmed the existence of 421 so-called “ghost” flood-control projects across the country.

Out of the 8,000 projects inspected by the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the Department of Economy, Planning, and Development (DepDev), the DPWH identified 421 as non-existent or fraudulent.

The findings have already been submitted to the Independent Commission for Infrastructure (ICI) to be included in its ongoing investigation into alleged irregularities in public infrastructure spending.

According to DPWH Secretary Vince Dizon, the 421 cases are only part of an initial report, noting that the number may still increase as inspections continue nationwide.
