The House of Representatives will work with the courts and the Bureau of Jail Management and Penology (BJMP) to ensure the safety of witness Ramil Madriaga, who is reportedly a “bagman” for Vice President Sara Duterte, if he is called to testify in impeachment proceedings.
According to Bicol Saro Party-list Rep. Terry Ridon, coordination is necessary since Madriaga is currently detained in a BJMP facility in Taguig City for a separate criminal case.
Ridon stressed that Madriaga’s affidavit is a key new piece of evidence, detailing alleged movements of confidential and intelligence funds under the Office of the Vice President (OVP) and Department of Education (DepEd) during Duterte’s tenure.
The affidavit reportedly identifies transactions and individuals involved in the release of funds with the Vice President’s knowledge.
Ridon clarified that Madriaga cannot be summoned until the House Committee on Justice determines whether the complaint meets the requirements of sufficiency in form and substance. If approved, VP Sara will be given the opportunity to respond before formal hearings begin, where Madriaga’s allegations may be examined.
