MANILA, Philippines – President Ferdinand Marcos Jr. has appointed former Supreme Court justice Andres B. Reyes Jr. as chairperson of the newly created Independent Commission for Infrastructure (ICI), which will investigate flood control and other major infrastructure projects undertaken over the past decade.
The appointment was announced Monday, September 15, following Marcos’ issuance of Executive Order No. 94 on September 11 establishing the commission.
Reyes, a career jurist, began his judicial service in 1987 and later became presiding justice of the Court of Appeals before his stint in the Supreme Court from 2017 to 2020, appointed by then-president Rodrigo Duterte. During his tenure, he was known for decisions favoring Duterte-backed cases and dissented in the controversial Philippine Airlines labor retrenchment ruling revived through a petition by the late lawyer Estelito Mendoza.
Aside from Reyes, Malacañang named Rogelio “Babes” Singson and accountant Rossana Fajardo as ICI members, with Baguio City Mayor Benjamin Magalong serving as special adviser and investigator.
Reyes comes from the family that owns the well-known Aristocrat Restaurant chain.
