The International Criminal Court’s prosecution team said Oplan Tokhang, the anti-drug campaign under former president Rodrigo Duterte, disproportionately targeted poor Filipinos who lacked the means to seek legal recourse.

During the second day of the confirmation of charges hearing, trial lawyer Edward Jeremy cited witnesses saying the poor were chosen because they were “least likely to file complaints against the police.” Video evidence of Duterte’s statements on his drug war was also presented.

The ICC will decide whether Duterte will face trial for alleged crimes against humanity related to thousands of killings under his anti-drug campaign.
