Manila, Philippines – Former President Rodrigo Duterte is on track to win the mayoral race in Davao City by a landslide, despite being held at the International Criminal Court (ICC) in The Hague on charges of crimes against humanity.

With 80% of votes counted, Duterte held a dominant lead over his rivals in Monday’s midterm elections. His strong showing highlights his continued popularity in his home city, where his tough-on-crime image still resonates with voters.

Duterte was arrested in March over his brutal anti-drug campaign, which left thousands dead. His detention sparked outrage among supporters, many of whom called it an illegal act driven by international pressure. His former Facebook page was flooded with celebratory comments, with many calling for his return.

If prosecuted, Duterte would be the first former Asian head of state to face trial at the ICC. While his legal team argues the arrest was unlawful, the court says it retains jurisdiction over alleged crimes committed before the Philippines withdrew from its treaty in 2019.

Despite the charges—which also include alleged killings in Davao during his earlier terms as mayor—Duterte’s support has only grown. His two sons also won local races, while his daughter, Vice President Sara Duterte, faces an impeachment trial that could end her political career.

Asked about her father’s victory, Sara Duterte said arrangements are underway for his swearing-in. “Once we get the proclamation papers, we will discuss how he can take the oath,” she said.
